Is house cleaning subject to Rhode Island sales tax?
Residential and commercial cleaning are not taxable in Rhode Island, as an inference rather than a confirmed ruling. Sales tax reaches tangible goods plus enumerated services under R.I. Gen. Laws 44-18-7.3, no entry for services to buildings and dwellings appears in the list reviewed, and no Division of Taxation source read for this page names cleaning.
Rhode Island's answer comes from reading a list and noticing what's missing. That's a reasonable reading, but it isn't the same as the Division of Taxation saying so in writing, and this page keeps that difference in view. It covers residential cleaning, commercial cleaning, conditions and exceptions, what it means for your books, and where your CPA comes in.
Residential cleaning
House cleaning is treated as not taxable here, by inference. The Division of Taxation says sales tax reaches tangible goods plus certain enumerated services under 44-18-7.3, and no Division source read for this page names cleaning. The full enumerated list was not read, so the absence of cleaning is not confirmed.
Commercial and janitorial cleaning sits in the same place: not taxable, inferred from the enumerated-services structure. Because the full 44-18-7.3 list was not read, the absence of janitorial cleaning is not confirmed either. The sales tax itself is imposed under R.I. Gen. Laws 44-18-18.
The list in 44-18-7.3(b), current through P.L. 2025, ch. 278 (effective October 1, 2025), covers these services, and no entry for NAICS 5617, services to buildings and dwellings, appears on it:
Taxicab and limousine services, charter bus, TNCs, and other ground passenger transport
Exception: supplies the business buys are tangible personal property, which puts them outside this answer. This page doesn't cover how they're taxed.
What it means for your books
No sales tax on the cleaning itself doesn't mean nothing to track. Cleaning income goes on its own line, so if the inference is ever confirmed or overturned, every job is already sorted. I get more excited about an empty tax liability account than any reasonable person should, and Rhode Island hands me one, as long as nothing on your invoices falls on the enumerated list. Supply purchases are recorded on their own, and work in any other state gets a separate income line so it can be held up against that state's rules.
I'm a bookkeeper, not a CPA or an Enrolled Agent. I keep cleaning income and supply purchases recorded separately and traceable to invoices and receipts. Whether your services are taxable, given that this answer rests on an inference, is a question for your CPA.
Rules checked against the sources above as of October 20, 2026. Rates and rules change; confirm current figures with the agency or your CPA.

About Figure Eight Financial
A bookkeeper who works only with cleaning businesses
Figure Eight Financial is Dave Gordon’s bookkeeping practice for residential and commercial cleaning companies. I work with owners in Rhode Island and across the country, and I’m a Certified QuickBooks Online ProAdvisor.
Before bookkeeping I studied computer science at Penn State and spent a career at IBM as an engineer, so I build the books as a system: data comes in once, lands in the right place, and ties back to a statement. I’m a bookkeeper, not a CPA or Enrolled Agent. I keep the books your CPA works from, and the tax decisions stay with your CPA.

Even with cleaning treated as not taxable in Rhode Island, your books keep cleaning income on its own line and supply purchases recorded separately, so nothing has to be untangled later. That's also where an add-on service would show up if it ever touched the enumerated list. Grab a short call below and we'll look at how your income is sorted today.
Monthly bookkeeping
The core service. Transactions recorded and categorized, every account reconciled so the books and the bank agree, and monthly reports that arrive explained, split by residential and commercial and sliceable per contract.
For the months where nothing got entered at all. I fill in the missing periods from the ground up, pulling bank feeds, statements, and receipts until every month has a complete set of records.
For books that exist but can’t be trusted. I audit what’s there, fix the unreconciled accounts, duplicate transactions, and wrong categories, and tie every balance back to a statement.
Recurring invoices that match your contracts, an aging report you can trust, and follow-up on slow payers handled by a process instead of your evenings. Built for net-60 commercial accounts.
A file built right for a cleaning company from day one, or rebuilt after the DIY version drifts, and then I teach you to run it. I’m a Certified QuickBooks Online ProAdvisor, and this is honestly my favorite part of the job.
